Key points and regulations:

● The European Union (EU) Regulation No. 1257/2013 (EU SSR) on ship recycling entered into force on 30 December 2013.
● It is an early implementation of the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, which has not yet entered into force.
● By 31 December 2020, all vessels above 500 GT flying an EU flag, and non-EU flagged vessels calling at an EU or EEA member state port or anchorage must comply.
● This applies to both cargo and fishing vessels.
● The regulation makes it mandatory to carry an IHM on board by 31 December 2020 for existing vessels.
● Vessels must also carry a supporting Statement of Compliance (SoC).

Preparation and verification:

● Preparing an IHM list requires advanced planning and assistance from a Certified HazMat Expert.
● Anyone using an IHM expert must confirm the expert is competent to carry out the work required.
● Once the IHM list is completed, either the Flag or class surveyor must verify the inventory list.
● The surveyor issues a Statement of Compliance to the vessel.
